Governor Sakaja rolls out six-borough structure in Nairobi

Nairobi Governor Johnson Sakaja has announced a sweeping administrative overhaul, creating six distinct Boroughs while transferring and reshuffling a range of mid-level officials. The restructuring is aimed at improving coordination across county departments and bringing services closer to residents.

The newly formed Boroughs are Western, Northern, Southern, Eastern, South Eastern and Central, each managed by an appointed officer. Janet Waeni Kimeu will oversee Western, John Saruni Northern, Darasso Luka Wario Southern, George Muga Eastern, Susan Wanjiru Gichamba South Eastern, and Charles Baldy Mabonga Central.

In a memo to county staff, Acting County Secretary Godfrey Akumali said the realignments are guided by law and aim to boost service delivery.

“Pursuant to the County Government Act 2012, Sec. 48 and Sec. 72(2), the following transfers and redeployments have been occasioned within the Boroughs and Sub County Administration sector, the Green Nairobi Sector and the Built Environment & Urban Planning Sector,” he said.

The memo added that Borough Managers will now supervise all county operations at the Borough, Sub-County, and Ward levels.

“The new alignments will affect Sub County Administrators, Ward Administrators, Sub County Commanders and their deputies, Sub County Environment Officers and Sub County Urban Planning Compliance and Enforcement Officers,” Akumali noted.

Western Borough includes Westlands, Dagoretti North and Dagoretti South sub-counties. Northern covers Roysambu, Kasarani and Ruaraka, while Southern comprises Langata and Kibra.

Eastern has Embakasi North, Embakasi Central and Embakasi West; South Eastern includes Embakasi East, Embakasi West and Makadara; and Central covers Starehe, Mathare and Kamkunji.

The Green Nairobi department also received new appointments.

Mercy Amoa will lead Westlands, Salome Gitua Dagoretti North, David Macharia Dagoretti South, Antony Baka Langata, Enos Chetambe Kibra, Meryline Nyanchoka Roysambu, Ayala Apoko Kasarani and Ruth Mwendwa Ruaraka.

Environmental officers in Embakasi and Central sub-counties include Joshua Ageng’o, Faith Kibet, Roy Misiko, Derrick Murrando, Fidel Juma, Micah Toroitich, Dancun Miheso, Kelvin Mwarania and Vivian Moraa.

Sub-county administrators assigned to lead the regions include Florence Shikhanga in Westlands, Jane Ndanu Kyarungu Dagoretti North, Edward Musuni Dagoretti South, Nelly Ayoti (Acting) Langata, Ronald Mulema Roysambu, Elizabeth Kyalungu Kasarani, Jazz Kemunto Ruaraka, Eston Kiyai Embakasi Central, Jane Ngima Munyiri Embakasi West, Francis Nyandago Embakasi North, Jane Wambui Mwaura Makadara and Harun Kiptum Kirui Starehe.

“These changes take effect immediately, details of which are also available at the county website: www.nairobi.go.ke,” Akumali said, emphasizing the immediate implementation of the new structure.
