Former NCWSC employee arraigned over Sh8.3 million fraud

The Ethics and Anti-Corruption Commission (EACC) has arraigned Asembo Babra Gladys, a former employee of the Nairobi City Water and Sewerage Company (NCWSC), for allegedly using a forged Kenya Certificate of Secondary Education (KCSE) certificate to secure employment and defraud public funds totaling Sh8.3 million.

In a statement by EACC on November 10, 2025, Asembo appeared in Milimani Anti-Corruption Court on Monday, facing multiple charges, including fraudulent acquisition of public funds, forgery, deceiving a principal, and uttering a false document.

Investigations by the EACC revealed that the KCSE certificate she presented, purportedly issued by the Kenya National Examinations Council (KNEC), was in fact falsified.

“Upon completion of our investigations, the file was forwarded to the Director of Public Prosecutions, who reviewed the evidence and approved the charges against the suspect,” the EACC said in a statement.

Asembo was first arrested on September 3, 2025, and released on a Sh25,000 cash bail ahead of her scheduled arraignment on September 5. She, however, failed to appear in court and went into hiding, prompting authorities to issue a warrant for her arrest on September 17. She was re-arrested on Monday at her hideout and brought back to court.

During the hearing, Asembo denied all the charges. She was released on a Sh1 million bond, with two sureties of a similar amount.

“The EACC remains committed to combating fraud and safeguarding integrity within the public service,” the Commission said, emphasizing that the case serves as a warning to anyone attempting to manipulate public systems for personal gain.

This case comes amid ongoing efforts by the EACC to protect public funds and maintain accountability in government institutions. Prosecutors are expected to present evidence linking Asembo to the alleged fraud in upcoming court sessions.
