The Independent Electoral and Boundaries Commission (IEBC) has reassured the public that preparations for the November 27, 2025, by-elections across 22 constituencies are progressing smoothly, despite isolated incidents of violence and intimidation that threaten to disrupt the process.
Tensions have reportedly escalated in Kasipul and Mbeere North constituencies, where campaigns have been affected by inflammatory statements and acts of aggression.
In a joint statement released on Friday, the IEBC, together with the National Police Service (NPS) and the National Cohesion and Integration Commission (NCIC), emphasized their commitment to ensuring peaceful, transparent, and credible by-elections.
“The IEBC, NPS, and NCIC unequivocally condemn these acts, which violate Article 81 of the Constitution, the Electoral Code of Conduct under the Elections Act, 2011, and undermine peace, tolerance, and national unity,” the statement read.
On Thursday last week, two men were hacked to death using machetes at Opondo area in Central Kasipul ward after violence broke between supporters of the ODM candidate Boyd Were and those of the independent candidate, Philip Aroko.
The commission confirmed that preparations are largely complete. Polling officials have been recruited and trained, logistical support teams deployed, and election materials dispatched to all affected areas ahead of the polls.
A joint meeting by the three institutions highlighted the importance of safeguarding electoral integrity and ensuring that the democratic process is not undermined by violence or intimidation.
The IEBC also warned that any breach of the Electoral Code of Conduct would attract sanctions. Paragraph 7(a)(iv) of the code gives the commission authority to prohibit a political party or candidate from campaigning in areas where violations or threats to peace are evident.
“During this period, the Electoral Code of Conduct Enforcement Committee shall review any complaints relating to breaches of the code and take action in accordance with the law,” the release added.
The statement called on political leaders and candidates to exercise restraint, guide their supporters responsibly, and uphold peace.
Security agencies have been urged to maintain law and order professionally and impartially, while voters are encouraged to participate freely and peacefully.
“The IEBC, NPS, and NCIC remain united in purpose and resolute in their commitment to safeguard peace, promote national cohesion, and protect the sanctity of the ballot before, during, and after the by-elections,” Ethekon said.
