Isiolo Assembly clerk clashes with Senators over accountability queries

As tensions flared, Boru openly confronted Senator Fatuma Dullo over the Senate’s ongoing probe into the Assembly’s affairs when she demanded to know whether they submitted the documents before the OAG.

A heated shouting match erupted between Isiolo County Assembly Clerk Salad Boru and Isiolo Senator Fatuma Dullo after the clerk accused the senator of overstepping her mandate during a Senate probe into the Assembly’s financial and administrative affairs over the submission of the documents before the Senate.

The clerk, alongside his two county assembly speakers appearing before the Senate, told the MPs that he was not able to submit the documents needed at the moment, saying that during the impeachment, the documents were burnt down in an exercise which saw Isiolo Governor Abdi Guyo survive at the Senate.

"Following the impugned impeachment of the Governor of Isiolo County and the fracas that followed at the Assembly precincts on the 18th, 25th, and 26th of June 2025, our Chambers were violently invaded and the Offices set ablaze. The attacks and fire resulted in large-scale destruction of Assembly property, files, and working records," Boru told the senators,

"What happened in Isiolo County Assembly after the failed impeachment was total lawlessness, Mr Chairman. Goons were brought, and they took over the compound completely. They are flattening that building, and we could not fight the goons in the office; they took over. Documents were scattered and set ablaze. A total breakdown of law."

Boru further told the Senate that the assembly services have temporarily relocated to Oldonyiro, saying it was a necessary measure.

"To preserve continuity of the Assembly’s work and to allow for urgent repairs and security upgrades, the County Assembly Service Board (CASB) resolved on 15th July 2025 to relocate sittings to Oldonyiro County Assembly Hall. The House approved and ratified the relocation; the relocation was a necessary emergency measure to secure the institution and does not reflect any attempt to frustrate oversight,’’ Boru said.

As tensions flared, Boru openly confronted Senator Fatuma Dullo over the Senate’s ongoing probe into the Assembly’s affairs when she demanded to know whether they submitted the documents before the OAG.

However, the Senator hit back, calling for accountability.

"Procedurally, if the OAG writes to you, you respond to the OAG and not to the Senate. This issue of taking round and round in circles – what happened in Isiolo had happened; we know the history, and we don't want to go there! We want accountability in the Senate. Shake your head if you want or not, and we want accountability. Can you respond to why you didn't respond to the OAG?" Senator Dullo said.

On the other hand, Kitui Senator Enoch Wambua, who also serves as Deputy Leader of the Minority in the Senate, said, "Was the letter of 10th September, 2025, from the office of the OAG, or was it not? Why is it difficult? How can we engage now without documents?"

"A letter was written to him; you asked for documents for clarity. Why was there no response from the county assembly? Why?" Senator Okong’o Omogeni posed.

Senator Mwenda Gataya of Tharaka Nithi noted a rift in the camp of Isiolo County Assembly, a fact which the Clerk of Isiolo admitted to.

The sessional chairperson and committee vice chairperson, Senator Johnes Mwaruma, said, "If you don't have the documents, how do you think we can get the documents back? Can the documents be reconstructed from the end coming backwards? Isiolo politics should be played on the ground and not in the Senate committee."

Boru requested 6 months to present the committee with the reports, but the request was declined by the senators, saying that report submission is time-bound.

"Six months is too long; they must reconstruct their file between now and January. I will actually propose EACC to investigate the Isiolo County Assembly," Senator Dullo said.

Boru said that the process of reconstruction of the reports and documents is ongoing.

Mwaruma further directed the Isiolo County Assembly to submit the report by mid-February 2026.
