The Independent Policing Oversight Authority (IPOA) has launched investigations into a fatal incident that occurred during a political rally in Kitengela, Kajiado County, on February 15, 2026.
In a press statement issued Monday, the Authority said it had been monitoring police conduct during political rallies held in both Mombasa and Kajiado counties to ensure compliance with Article 244 of the Constitution and other applicable laws governing policing standards.
“The Independent Policing Oversight Authority (IPOA), pursuant to its mandate, monitored police conduct during the political rallies held in Mombasa and Kajiado counties on 15th February 2026 to ensure compliance with Article 244 of the Constitution of Kenya and other applicable laws,” IPOA Vice Chairperson Ann Wanjiku said.
IPOA said it noted “with great concern” the loss of life and injuries reported during the Kitengela rally, allegedly occurring as officers from the National Police Service (NPS) sought to maintain law and order.
According to the Authority, the investigations are being conducted under Part B (5) of the Sixth Schedule of the NPS Act, Cap. 84, and Section 6(a) of the IPOA Act, Cap. 86.
A rapid-response team comprising monitoring and investigation officers has been deployed to Kitengela to conduct an independent inquiry.
The probe will seek to establish the circumstances surrounding the incident, determine the extent of police involvement, and assess whether the force applied was justified and proportionate as defined by law.

IPOA extended its condolences to the family and friends of the deceased and wished a quick recovery to those injured during the incident.
It is also committed to conducting the inquiry diligently and making its findings public.
The Authority said it will issue recommendations to relevant agencies where culpability is established, reaffirming its statutory mandate to hold the National Police Service accountable and ensure that police operations are conducted transparently, professionally, and in full compliance with the law.
