Wetang'ula declares vacant seat of late Nominated MP Hamisi

National Assembly Speaker Moses Wetang’ula has formally declared vacant the seat of the late Nominated MP Denar Joseph Hamisi, who died in December 2025.

In a gazette notice dated December 29, 2025, the Speaker said the decision took effect from December 6, 2025.

“PURSUANT to Articles 101 (2) (a) and 103 (1) (a) of the Constitution as read with section 16 (3) of the Elections Act, (Cap. 7), it is notified for general information of the public that the seat of the Nominated Member of the National Assembly, Hon. Denar Joseph Hamisi, M.P., nominated under Article 97 (1) (c) of the Constitution, has become vacant, with effect from the 6th December, 2025,” reads the notice.

Denar died on Saturday, December 6, 2025.

Born in 1969 in Kinango, Denar attended Mombasa Baptist High School, where he completed both the Kenya Certificate of Education and the Kenya Advanced Certificate of Education.

He later earned a Bachelor of Science in Tourism Management in 2000 and a Master’s degree in International Business Administration in 2002 from the United States International University. He subsequently obtained a Bachelor of Laws degree from the University of Nairobi in 2006.

Denar’s professional career began in 1994 at African Tourist Hotels, where he managed operations and ensured service quality. In 2007, he joined public service as a Commissioner at the Electoral Commission of Kenya, a position he held until 2008.

During the same period, he served as a Director at the Coast Development Authority (2007–2010), where he contributed to regional infrastructure planning and economic initiatives along the Coast.

He later became a Director at the Kenya Airports Authority (2009–2012), playing a role in modernising airports and strengthening aviation safety. Between 2011 and 2012, he also served as a Director at the Kenya National Accreditation Services (KENAS), overseeing quality assurance and compliance across sectors.

Denar further contributed to higher education governance as a council member at the University of Nairobi (2013–2018) and Moi University (2021–2022), where he played a key role in policy, finance, and institutional development.

He formally joined active politics in 2022 when he was nominated to Parliament under the Amani National Congress party within the Kenya Kwanza coalition.

Speaker Wetang’ula is now expected to formally notify the Independent Electoral and Boundaries Commission (IEBC) in writing about the vacancy.

The electoral body will then refer to the original party list submitted by the political party during the 2022 General Election.

The vacant seat will be allocated to the next eligible candidate on that party list, following the order of priority and ensuring compliance with gender and special interest group representation requirements.

The IEBC will, thereafter, publish the name of the new nominated MP in the Kenya Gazette, officially formalising the appointment.
