The Kenya Sugar Board (KSB) has given all individuals, companies, and organizations involved in repackaging sugar for retail sale until November 17, 2025, to register with the Board.
In a public notice, the Board’s Acting Chief Executive Officer Jude Chesire said the registration exercise is part of efforts to tighten oversight in the sugar sector and ensure that only licensed and compliant operators handle sugar products.
“The registration process is intended to enhance traceability of sugar products, strengthen monitoring and enforcement of sugar-quality standards, and safeguard consumer interests, "he explained.
He noted that the directive, issued under Section 61 of the Sugar Act, 2024, and aligned with the Sugar (General) Regulations, 2025, applies to all sugar re-packaging entities, commonly referred to as “sugar re-packers.”
Applicants are required to submit their details and supporting documents online through the Kenya Sugar Board’s Integrated Management Information System (IMIS) portal at https://imis.ksb.go.ke. The Board said this digital platform will make the process faster and more convenient for businesses.
According to the notice, every application must be accompanied by all relevant supporting documents as prescribed in the regulations and any additional guidance provided by the Board.

The move is expected to help the Board build a comprehensive and up-to-date database of all repackaging entities operating in Kenya.
According to KSB, the registration will help create a reliable database of all sugar repackaging firms operating in the country, improving transparency and accountability in a sector that has long faced challenges such as illicit trade, mislabeling, and poor-quality products.
Chesire stressed that compliance with the directive is mandatory and urged all sugar repackagers to act promptly.
“All re-packagers are therefore notified to submit their applications on or before 17th November 2025,” he said, adding that the move is aimed at protecting both the industry and consumers.
