Kisumu City manager summoned over forgery and graft allegations

The Ethics and Anti-Corruption Commission (EACC) has summoned Kisumu County City Manager, Michael Abala Wanga, to appear at its headquarters in Nairobi for arraignment over allegations of forgery and corruption.

According to a statement issued on Thursday, November 13, 2025, the EACC said it had received approval from the Director of Public Prosecutions (DPP) to charge Wanga with multiple offences related to the use of forged documents and fraudulent acquisition of public property.

Investigations by the Commission revealed that Wanga allegedly used forged academic certificates to fraudulently secure employment as the Kisumu County City Manager.

The EACC further alleges that while serving in his current position, Wanga used forged documents to facilitate the travel and payment of allowances for a female non-staff member.

The woman allegedly accompanied him on an official trip to Lagos, Nigeria, between July 8 and 12, 2024, under the guise of being a County Government of Kisumu employee.

The expenses for the trip were allegedly paid by the county government.

EACC stated that the Kisumu City Manager will face several charges once arraigned, including forgery, fraudulent acquisition of public property, uttering false documents, and presentation of forged certificates.

“The suspect is to be charged with the following offences; Forgery contrary to section 345 as read with section 349 of the Penal Code. Fraudulent acquisition of public property contrary to section 45(1) as read with section 48(1) of the Anti-Corruption and Economic Crimes Act, 2003,” the anti-graft body said.

“Uttering false documents contrary to section 353 as read with section 349 of the Penal Code and Presentation of forged certificates contrary to section 34(a) of the Kenya National Examinations Council Act.”

The Commission directed Wanga to present himself at the EACC headquarters, Integrity Centre, Nairobi, for processing and arraignment.

EACC Chief Executive Abdi Mohamud, who signed the statement, said the action was part of the Commission’s ongoing efforts to curb corruption and promote accountability in public service.

“The Commission hereby directs Mr. Michael Abala Wanga, the Kisumu County City Manager, to present himself at EACC Headquarters, Integrity Centre, Nairobi, immediately for processing and arraignment,” the statement read.

The case adds to the growing list of investigations targeting public officials accused of using falsified documents and misappropriating public resources.

EACC reiterated its commitment to ensuring integrity and transparency in all levels of public administration.
