Passport reforms, police intake, and diplomatic wins mark Kenya’s 2025 progress

Recent reviews highlight advances in policing, civil service efficiency, diaspora engagement, and foreign partnerships, reflecting the administration’s ongoing push to improve public service delivery and economic growth.

These milestones were discussed during the 13th meeting of the Governance and Public Administration Sub-Committee of the National Development Implementation Committee, led by Internal Security Principal Secretary Raymond Omollo.

Among the key achievements highlighted was the recruitment of 10,000 new police officers, alongside the comprehensive training of nearly 6,000 chiefs and assistant chiefs—the largest such programme recorded to date.

The committee reported a major improvement in passport processing, which has reduced waiting times from over six months to just 72 hours, a pace that sets a continental benchmark.

The review also underscored progress in engaging Kenyans living abroad, noting that remittances have exceeded Sh660 billion and are projected to reach Sh1 trillion by year-end, supported by targeted investment and welfare measures.

Since 2022, 60 cases have been filed concerning gaps in public participation, prompting the team to urge ministries and agencies to fully comply with constitutional requirements to protect priority projects.

Officials also emphasized the need for timely fund releases and stronger coordination with county governments, particularly for projects linked to the upcoming AFCON tournament.

Kenya’s diplomatic engagements formed another key focus of the meeting. Between January and August 2025, the country hosted seven inbound and conducted fifteen outbound state visits aimed at strengthening economic ties, strategic cooperation, and international advocacy.

Outcomes included Sh19.5 billion in Special Economic Zone investments from China, expected to create 5,000 jobs; 12 MoUs with Egypt covering ports, ICT, gender, youth, and investment promotion; agreements with Angola restoring direct flights between Nairobi and Luanda; and partnerships with Guinea-Bissau and the Netherlands across trade, education, agriculture, water, innovation, and resource mobilisation.

Following the meeting, the team conducted field inspections in Kisumu County, reviewing progress at the Airport Control Tower, Maritime Rescue Coordination Centre, Lumumba Affordable Housing Project, and Kisumu International Convention Centre. These visits allowed officials to validate developments on the ground and identify areas needing urgent attention.

The meeting was attended by Principal Secretaries Dr Belio Kipsang (Immigration and Citizen Services), Dr Salome Muhia-Beacco (Correctional Services), Michael Lenasalon (Devolution), Ahmed Abdisalan Ibrahim (National Government Coordination), Prof Abdulrazak Shaukat (Science, Research and Innovation), Dr Caroline Wanjiru Karugu (EAC Affairs), and Judith Naiyai Pareno (Justice, Human Rights and Constitutional Affairs), together with the Solicitor General.
