The Independent Policing Oversight Authority (IPOA) has opened a formal investigation into claims that a minor, identified as Felix Senet Takona, was assaulted while in police custody in Narok South Sub-County. According to IPOA, the teenager was reportedly arrested at Narosusura Police Station on suspicion of committing a minor offence and sustained injuries while detained. He is currently receiving treatment at Narok County Referral Hospital as authorities probe the incident.

IPOA confirmed that its investigators have begun examining the circumstances of the arrest and detention to establish the facts surrounding the alleged assault. In a statement issued on Friday, IPOA Chairperson Ahmed Issack Hassan, CBS, stressed that the Authority’s actions are part of its mandate to uphold accountability in the police service and protect human rights.

Hassan noted that the investigation will focus on how the minor was apprehended, the conditions under which he was held, and the nature of the injuries allegedly caused while in custody. “In line with its mandate to ensure accountability and the observance of human rights in policing, IPOA is investigating the circumstances surrounding the alleged arrest and subsequent injury of the minor,” he said.

The Authority indicated that the findings from the probe will guide recommendations for corrective measures. This could involve disciplinary steps, administrative action, or legal proceedings against any officers found responsible for misconduct.

IPOA reaffirmed its commitment to impartiality and transparency, assuring the public that the inquiry will follow the principles of fairness and independence. “The Authority is committed to conducting this and other investigations impartially as it fulfils its mandate of holding the police accountable and advancing the objectives of Article 244 of the Constitution,” the statement added.

Hassan further underscored that such inquiries are vital in ensuring law-enforcement personnel respect the rule of law and human dignity, particularly when dealing with vulnerable individuals such as minors. The statement concluded by highlighting IPOA’s ongoing role in promoting professionalism, transparency, and accountability among police officers across the country.

The probe into Felix Senet Takona’s alleged assault represents the latest effort by IPOA to address complaints of police misconduct and to reinforce public confidence in law enforcement. The Authority pledged to complete the investigation and make evidence-based recommendations to improve policing standards and prevent future abuses.
