Ruto names new heads of key parastatal boards

President William Ruto has reshuffled leadership in three significant state institutions, naming new chairpersons to strengthen governance and oversight.

 The appointments, officially published in a Gazette notice on October 24, 2025, affect the Gambling Regulatory Authority, the National Water Harvesting and Storage Authority, and the National Council for Population and Development (NCPD).

Joseph Kirui Limo has been appointed Non-Executive Chairperson of the Gambling Regulatory Authority under the Gambling Control Act, 2025.

His three-year term begins immediately, taking over from Jane Mwikali Makau, who had led the agency since 2022.

“In exercise of the powers conferred by section 7(1)(a) of the Gambling Control Act, as read together with section 51(1) of the Interpretation and General Provisions Act, I, William Samoei Ruto, President of the Republic of Kenya, appoint Joseph Kirui Limo to be the Non-Executive Chairperson of the Gambling Regulatory Authority for a period of three years, with effect from October 24, 2025,” the Gazette reads.

Limo, a former Kipkelion East MP, takes over at a time when gambling regulation is increasingly under public scrutiny.

Meanwhile, Jane Mwikali Makau has been reassigned as Non-Executive Chairperson of the Board of the National Water Harvesting and Storage Authority under the Water Act (Cap. 372).

Her three-year term also started on October 24, 2025. Makau is a governance and policy specialist who previously led the Betting Control and Licensing Board before heading the Gambling Regulatory Authority.

In another move, Ali Wario was named Non-Executive Chairperson of the NCPD, replacing Gen. (Rtd.) Julius Waweru Karangi, whose term was revoked through Gazette Notice No. 15206.

Wario’s appointment, set for three years, aligns with section 5(2)(a) of the National Council for Population and Development Order, 2004, read together with the State Corporations Act (Cap. 446)
