UDA pledges to honour Raila by executing NADCO report and 10-point agenda

The United Democratic Alliance has pledged to fully implement the National Dialogue Committee (Nadco) report and the 10-point agenda forged between President William Ruto and the late former Prime Minister Raila Odinga. The party said doing so is the most fitting tribute to Raila, who passed away a month ago before the agreements could be fully realised.

Speaking on Friday at the launch of a new UDA office in Vihiga county, secretary general Hassan Omar emphasised the party’s commitment.

"God in His own wisdom allowed us to have a coalition with ODM. As UDA, we will make sure we respect the selflessness of the late Raila Odinga by ensuring all that was agreed upon, word for word, to spirit and letter, with William Ruto is implemented," he said. "It is the best honour we can give the fallen hero of Kenya, Raila Odinga."

Omar explained that fully executing the Nadco report and the 10-point agenda would support the Kenya Kwanza government in achieving its Bottom-Up development plan. "We will achieve the kind of leadership we have proposed, we shall stabilise the economy just like we said and continue to strengthen it," he added.

The Nadco report was concluded and signed on November 25, 2023, and later presented in Parliament, first in the National Assembly on December 7, 2023, and then in the Senate on February 21, 2024. The report, compiled by representatives from both UDA and ODM, proposed constitutional, legal, and policy reforms designed to address pressing national issues.

Key recommendations included reducing the cost of living, reforming the electoral commission, auditing the 2022 election, and establishing offices for the Leader of the Official Opposition and the Prime Minister. The report also proposed constitutional embedding of funds such as the NG-CDF, NGAAF, and Senate Oversight Fund, alongside a framework to implement the two-thirds gender rule.

Following the formation of a committee in August 2025, efforts to put these recommendations into action are now underway.

The 10-point agenda, signed on March 7, 2025, at the KICC, provides a cooperative framework to tackle Kenya’s socio-economic and political challenges. It focuses on implementing the Nadco report, promoting inclusivity, strengthening devolution, and addressing national debt and corruption. It also outlines commitments on protecting sovereignty, youth livelihoods, leadership integrity, the right to peaceful assembly, and upholding the rule of law and constitutionalism.

At the signing ceremony, Raila highlighted the purpose of the agreement. "As leaders of the largest political parties in the country, we arrived at the understanding that in a time of significant challenges to our nation, it is not enough to merely grandstand or stand aside and criticize, easy as those may be," he said, noting the MOU was aimed at easing tensions, reconciling the population, and addressing critical issues affecting wananchi.

Raila passed away on October 15 due to cardiac arrest while receiving treatment in India, leaving the agreements unfinished but now set to be honoured by UDA as part of his legacy.
