Ruto, CSs confirm new appointments across State agencies and universities

Education CS Julius Ogamba made the highest number of appointments to university councils. Tharaka University Council will now have Ruth Charity Wanyonyi, Edita Wambeti Njue, Emmanuel Bore Ng’etuny and Thuranira Thimangu, all starting three-year terms from November 28.

President William Ruto and several Cabinet Secretaries have issued a new round of appointments to key state agencies, roads authorities and public universities, following fresh gazette notices released on Friday.

The latest changes introduce new council members, renew terms and restructure boards across the education, transport, ICT and housing sectors.

One of the major updates was the renewal of Winfrida Ngumi’s term as the Non-Executive Chairperson of the Kenya National Highways Authority.
“I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, re-appoint Winfrida Ngumi to be the Non-Executive Chairperson of the Board of Directors of the Kenya National Highways Authority, with effect from November 28, 2025, up to November 23, 2026,” read part of the notice.

Tharaka University Council will now have Ruth Charity Wanyonyi, Edita Wambeti Njue, Emmanuel Bore Ng’etuny and Thuranira Thimangu, all starting three-year terms from November 28.

Kaimosi Friends University also received new council members with the appointment of David Sigano, Rose Chepkoech Langat, Dr Thaddaeus Gondi, Yussuf Mohamed Kala and  Moses Mwanje.

Tom Mboya University will have Dr Titus Ogalo Pacho on its council, while Julie Kiseka was picked for Koitaleel Samoei University College. Grace Tago Khayota was added to the Garissa University Council. All these appointments take effect on November 28 and run for three years.

Kabarnet University College also saw changes with Prof Benson Estambale named as the Non-Executive Chairperson.

He joins Alfred Kibor, Anthony Mutembei, Hussein Farah and Millicent Too Chemutai. Machakos University Council brought in Peter Maangi Mitiambo as its new Non-Executive Chairperson.

Additional changes in the university sector include the appointment of Virginia Nzisa to Kibabii University, Prof Amos Gitau Njuguna to Nyandarua University College, Ben Nandi Chikamai to the Technical University of Kenya, and Shamim Chanzu to Karatina University.

The notice also withdrew the earlier appointment of Carren Omwenga. Florence Mutua was named to the council of Mama Ngina University College, replacing Lizzie Chongoti.

Maseno University added Robert Nyanjui Wainaina and Peter Bunei Mastamet, while the University of Nairobi received Lily Ng’ok. The Open University of Kenya appointed Mohamed Dahir and Joseph Tuikong Rotich.

In the roads sector, Transport CS Davis Chirchir named Joyce Nyambura Mundara and Kenneth Wando Odhiambo to the Kenya Urban Roads Authority. Geoffrey Kiprotich Koros joined the Kenya Rural Roads Authority. The Kenya Roads Board added Francis Theuri and Phylis Wakiaga, and KeNHA brought in Gloria Sarah Awinja.

At the Media Council of Kenya, ICT CS William Kabogo appointed Kosgei Kemboi Alvin, Dr Abduba Mollu Ido, CPA Enock Nyanchoga Monari and Risper Awuor Olick to serve three-year terms.

Lands CS Alice Wahome concluded the list with appointments to the Board of Trustees for the Kenya Slum Upgrading, Low-Cost Housing and Infrastructure Trust Fund. The board will now include Kizito Wangalwa, Susan Kabue, Samuel Ouma Oloo, Stanley Njoroge, Beryl Khanyile and Zipporah Muthama, with three-year terms starting November 28, 2025.
