The Independent Electoral and Boundaries Commission (IEBC) has confirmed that Marjan Hussein Marjan has stepped down from his role as Chief Executive Officer and Commission Secretary, following a mutual agreement with the Commission. The decision comes as the electoral body begins the process of finding a new head to lead the Secretariat.
In a statement on Tuesday, the Commission said Marjan’s exit concludes his time at the IEBC and sets the stage for appointing an interim CEO to manage day-to-day operations. This step is aimed at ensuring the Secretariat continues to function without disruption during the leadership transition.
“The Commission is committed to a seamless transition designed to maintain momentum in carrying forward IEBC’s constitutional mandates, including the conduct of elections and boundaries delimitation,” the statement said.
Marjan took up his position in March 2022, guiding the Secretariat through a period when the Commission did not have a fully appointed team of commissioners. He continued in this role until the current Commission was formally established on July 11, 2025.
The IEBC praised Marjan for his dedication and leadership during a demanding phase for the institution. “We particularly thank him for steering the Commission Secretariat during the period of absence of the Commissioners,” said IEBC Chairperson Erastus Ethekon.
The Commission said the leadership change coincides with internal reforms designed to improve accountability, performance, and leadership continuity. According to the IEBC, these changes will enhance the institution’s readiness ahead of upcoming electoral milestones.
“The IEBC Secretariat is very crucial in service delivery on electoral management and related matters, and it is the intention of the Commission that it reflects the level of preparedness, passion and commitment required to deliver credible, free and fair elections in Kenya,” the statement added.
The Commission assured the public that Marjan’s departure will not affect ongoing preparations for by-elections or the 2027 General Elections. Instead, it emphasized that the transition aims to strengthen efficiency, transparency, and accountability within the Secretariat.
Ethekon also wished Marjan success in his future endeavours, reiterating the Commission’s commitment to uphold its constitutional mandate and deliver credible elections for the people of Kenya.
