The Independent Electoral and Boundaries Commission (IEBC) Chief Executive Officer and Commission Secretary Marjan Hussein Marjan has formally exited office following a mutually agreed transition with the Commission.

In a communication to staff on Tuesday, Marjan said the decision was reached through consensus between himself and the Commission, paving the way for an orderly handover at the electoral body.

“As you may be aware, the Commission and I have mutually agreed on a structured transition in the Office of the Commission Secretary/Chief Executive Officer,” Marjan said in his message.

Marjan joined the IEBC in April 2015 as Deputy Commission Secretary before rising to the position of Commission Secretary and CEO.

Reflecting on his tenure, he described his service at the Commission as an honour and praised staff for their professionalism and dedication to the constitutional mandate of the IEBC.

“Since joining the Commission in April 2015… it has been an honor to work with a professional, dedicated, and resilient team committed to the constitutional mandate of the IEBC,” he said.

He singled out the 2022 General Election period as one of the most defining moments of his service, commending staff for maintaining institutional stability under intense public scrutiny.

“I am particularly grateful for the commitment and professionalism demonstrated by staff during the 2022 General Election and in the period that followed,” Marjan noted, adding that the Secretariat ensured “continuity, stability, and institutional readiness during a time of transition”.

According to Marjan, the conduct of staff during that period strengthened public confidence in the Commission. “Your dedication… upheld the values of public service and strengthened public confidence in the Commission,” he said.

As he departs, Marjan said he leaves with invaluable experience gained over more than a decade in elections management.

“As I move on, I do so wiser, enriched, and deeply grateful for over a decade of invaluable experience in elections management,” he stated.

He urged IEBC staff to remain steadfast in upholding the rule of law and protecting citizens’ democratic rights. “Stand firm in adhering to the rule of law, uphold integrity in the execution of your duties,” he said.

Marjan also thanked Commissioners, senior management and staff for their support and acknowledged officers overseeing the handover process, saying the transition would be “orderly and seamless”.

According to IEBC chairman Erastus Ethekon, the decision sets in motion the process of recruiting a new CEO and Secretary to the Commission.

“The Independent Electoral and Boundaries Commission (IEBC) today announces the formal exit of its Chief Executive Officer (CEO) and Commission Secretary (CS), Mr. Marjan Hussein Marjan, after reaching an agreement to terminate his services by mutual consent,” the Commission said.

The IEBC noted that it will, in due course, announce an interim replacement who will assume the role of Acting CEO and Commission Secretary to ensure continuity at the Secretariat.

“The Independent Electoral and Boundaries Commission will announce an interim replacement who will take over as Acting CEO/CS in due course,” Ethekon said, adding that the move is part of efforts to ensure “a seamless transition designed to maintain momentum in carrying forward the IEBC constitutional mandates.”

The Commission said the transition would not disrupt its core functions, which include the conduct of elections and boundaries delimitation.

Instead, it said the changes mark the beginning of internal reforms aimed at strengthening the Secretariat.
