Koskei reviews progress on NADCO and 10-Point Agenda

The progress of the National Dialogue Committee (NADCO) report and the 10-Point Agenda has been reviewed in a meeting between Head of Public Service Felix Koskei and the Implementation Committee, as the March 2026 deadline draws closer.

Koskei said the meeting, held on Monday, was a follow-up to track developments since the Committee’s initial discussions in November 2025. It also focused on preparations for consultations with stakeholders from both state and non-state sectors to ensure comprehensive engagement.

During the briefing, Koskei explained that the Committee presented a detailed memorandum highlighting areas where the Office of the Head of Public Service is expected to respond in connection with the 10-Point Agenda.

He noted that similar guidance documents will be shared with all relevant ministries, departments, and agencies to coordinate the execution of the recommendations.

He assured the Committee of full backing from the government, emphasizing that all efforts will be supported to facilitate smooth implementation of the remaining steps linked to the NADCO report and the 10-Point Agenda.

The Committee is expected to provide regular updates as the March 2026 deadline approaches. Its mandate includes addressing key concerns raised by Kenyans, such as governance, electoral integrity, rule of law, promoting national unity, and strengthening devolution.

Efforts are also underway to formalize state offices, including the Office of the Leader of the Official Opposition and the Office of the Prime Minister. Koskei confirmed that the Committee on Implementation of the 10-Point Agenda will work with Oburu Oginga, who now serves as ODM Leader and co-principal, to ensure that the Accord is fully executed.

The NADCO report was tabled in the National Assembly on December 7, 2023, by Leader of the Majority Party and NADCO Co-Chairperson Kimani Ichung’wah and later adopted in February 2024. Both UDA and ODM parties hope the recommendations will allow for structured engagement ahead of the 2027 general election.

In December 2025, the Committee held a three-day review meeting at Maanzoni Resort in Machakos County to assess progress, plan next steps, and refine processes. They said they would continue consulting Kenyans to gather views on the implementation process and how best to fulfill the Committee’s mandate.

In a statement, chairperson Dr. Agnes Zani said the meeting aimed to take stock of the Committee’s progress since August, provide updates to the public, and enhance the framework for monitoring the implementation of the 10-Point Agenda.

“This is in consideration of the fact that the Committee’s mandate has a predetermined time frame that lapses in a couple of months before handing its final report to the principals for further consideration and approval,” she said.
