The Independent Policing Oversight Authority has invited property owners in Turkana, Marsabit, and Mandera to submit proposals to lease out office space, as it moves to expand its presence in the three northern counties.
In a notice issued on Wednesday, the authority outlined clear requirements for the premises, saying it is looking for ready office space that can fully support its operations and staff.
IPOA said it requires offices measuring between 3,000 and 4,000 square feet.
The space must provide a proper working environment and be fitted with key facilities to allow smooth day to day activities.
“The proposed space should have a 24-hour water supply, air conditioning, parking slots for at least five vehicles, uninterrupted power supply, access for PWDs, and uninterrupted lift service in case of a building of more than three floors,” the authority stated.
Beyond space and utilities, IPOA stressed that security is a top priority.
The buildings must have CCTV cameras, a lockable gate, and a perimeter wall fitted with barbed or razor wire.
The authority added that premises located near other government offices or agencies would be an added advantage, as this would make them easier for members of the public to access.
Property owners or leaseholders who wish to apply must submit detailed documents to support their proposals.
These include proof of ownership, rental charges per square foot, a clear location map, draft lease agreements, information on parking space, and confirmation of available utilities.
The buildings must also have separate toilet facilities for men and women and must not have any pending bills, disputes, or court cases attached to them.
IPOA also directed that ownership and management details must be clearly provided. “The lease agreement shall be signed by the person appearing in the ownership document,” IPOA emphasized.
Applicants are required to include their postal address, office and mobile contact numbers, official email address, the building’s occupational certificate, names of other tenants if any, exact physical location, and the approximate distance from the Central Business District.
This information will guide the evaluation process.
The authority confirmed that it will work together with the State Department of Public Works to conduct ground checks on the proposed buildings. The inspection will confirm whether the premises meet the set standards before any lease is finalized.
In addition, rental rates quoted by successful bidders will be reviewed by the Ministry of Lands to ensure they match current market prices before preparation of the final lease documents.
IPOA encouraged owners whose buildings host government offices or established corporate tenants to indicate this in their submissions.
The presence of such tenants is viewed as a positive factor, as it shows that the property is stable and suitable for official use.
The deadline for submitting the Expression of Interest documents is March 2, 2026, at 11:30 a.m. Proposals should be delivered to IPOA Headquarters at ACK Garden Annex, 2nd Floor, 1st Ngong Avenue, Nairobi.
The documents will be opened immediately after the deadline in the presence of bidders or their representatives who choose to attend.
Through this process, IPOA is seeking to secure safe, accessible, and well equipped offices that will strengthen its work in Turkana, Marsabit, and Mandera. The move is aimed at improving its oversight role in policing matters while ensuring staff and visitors operate in a secure and reliable environment.
The authority said the exercise reflects its focus on openness and proper procurement procedures.
By setting clear conditions and involving relevant state agencies in verification and valuation, IPOA intends to lease premises that meet legal, operational, and safety standards.
Once the offices are secured, the authority expects to improve its reach and day to day work in the three counties, enabling closer engagement with local police units and communities while carrying out its oversight mandate across the country.
