Ruto, CSs reshuffle boards to strengthen state agencies

The government has carried out a wide-ranging reshuffle of leadership positions in several strategic state bodies, aiming to reinforce governance and improve institutional efficiency.

The latest Kenya Gazette lists a series of appointments and reappointments made by President William Ruto, Chief Justice Martha Koome, and key Cabinet Secretaries, reflecting a coordinated effort to strengthen boards and committees across sectors critical to national development.

In a move to consolidate oversight in regional development, President Ruto reappointed James Dianga as Non-Executive Chairperson of the Lake Basin Development Authority (LBDA).

Dianga’s renewed three-year tenure, effective November 21, 2025, positions him to guide initiatives promoting socio-economic growth in the Lake Victoria region, including coordinated resource management and developmental planning.

Agriculture also saw continuity at the top, with Cabinet Secretary Mutahi Kagwe reappointing John Mtuta Mruttu as Non-Executive Chairperson of the Agricultural Finance Corporation (AFC).

Mruttu, an experienced administrator and former governor, will begin another three-year term from November 21, 2025, continuing to supervise the corporation’s lending programs for farmers and agribusiness ventures.

Energy leadership received a boost as Cabinet Secretary James Opiyo Wandayi, citing Section 58(e)(i) of the Energy Act, 2019, appointed Francis Agar as a board member of the Nuclear Power and Energy Agency (NuPEA).

Agar’s three-year term, effective November 21, 2025, is intended to enhance technical governance as Kenya advances its nuclear research and broader energy diversification agenda.

The education sector witnessed similar adjustments, with Education Cabinet Secretary Julius Ogamba naming Peter Keiyoro as Non-Executive Chairperson of Tharaka University Council. Keiyoro’s tenure, also beginning November 21, 2025, will focus on strengthening academic governance, institutional development, and alignment with national higher education objectives.

Chief Justice Koome also announced significant changes in the Judiciary. Ilham Hisham Said has been appointed to represent the Law Society of Kenya (LSK) on the National Council on the Administration of Justice (NCAJ) Working Committee reviewing laws on sexual offences and gender-based violence (SGBV), taking over from Irene Ndegwa, whose earlier appointment was revoked through Gazette Notice No. 12843 of 2025. Ilham will serve the remainder of the committee’s term.

Additionally, Harrison Barasa has been appointed to represent the Judiciary on the same committee, replacing Thomas Nzioki. These changes aim to enhance expertise, coordination, and effectiveness in reviewing and updating SGBV legislation.
