Two police officers have been arrested following the fatal shooting of Shukri Ibrahim in Mukuru Kwa Njenga, Embakasi, Nairobi, as the Independent Policing Oversight Authority (IPOA) launched investigations into the incident.

In a statement issued on January 12, 2026, IPOA said the shooting occurred on January 11 at around 6.10 am after Ibrahim and two other individuals were involved in a traffic accident while delivering a motor vehicle to a client.

“Preliminary investigations by the Authority indicate that at around 0610 hours on the fateful day, three individuals were en route to deliver a motor vehicle to a client in Imara Daima when the vehicle was involved in a traffic accident,” IPOA said.

According to the Authority, the accident involved a matatu, after which a confrontation broke out between the drivers. IPOA stated that the matatu driver allegedly called for reinforcement from colleagues, prompting the three occupants of the private vehicle to leave the scene.

“A confrontation ensued between the drivers of the two vehicles, prompting the trio to drive away after the matatu driver called for reinforcement from colleagues,” the statement read.

The three later parked the vehicle at MCC School and began walking back to the scene of the accident. IPOA said that while walking back, they were intercepted by police officers, Sergeant Godwin Mjomba and Administration Police Constable Patrick Mutunga Titus.

“While walking back, they were intercepted by police officers… who ordered them to lie down,” IPOA said.

During the encounter, Sergeant Mjomba allegedly discharged his firearm, fatally injuring Ibrahim. IPOA confirmed that the deceased sustained a gunshot wound to the head and died at the scene.

“Sergeant Godwin Mjomba allegedly discharged his firearm, fatally injuring Mr Shukri Ibrahim,” the Authority stated.

IPOA said it oversaw the post-mortem examination conducted on the afternoon of January 11, which established the cause of death as a head injury resulting from a single penetrating gunshot.

“The post-mortem results established the cause of death as a head injury due to a single penetrating gunshot,” IPOA said.

The two officers were arrested and arraigned before the Milimani Law Courts on Monday. The court granted IPOA’s request for custodial orders, ruling that the suspects be detained for 14 days to allow completion of investigations.

IPOA said it has so far obtained relevant police documents, documented the crime scene, recorded witness and police officer statements, and secured the post-mortem report.

Calling for calm, the Authority urged members of the public to remain patient as investigations continue.

“The Authority urges all members of the public to remain calm as it works to finalise the investigations efficiently and in a timely manner,” IPOA said, reiterating its commitment to fair, impartial and independent investigations.
