Deputy President Kithure Kindiki has praised the National Treasury for releasing county allocations on time, saying all funds due to the 47 devolved units up to August have been disbursed.
Speaking on Monday during the 30th Intergovernmental Budget and Economic Council (IBEC) Ordinary Session at the Official Residence in Nairobi, Kindiki said the timely payments would allow counties to continue funding services without facing disruptions caused by delayed funds.
“I am happy to note that, despite the fiscal constraints we are facing as a country, the National Treasury disbursed all the amounts due to County Governments as part of the equitable share by the close of the financial year. We have also released July and August allocations,” he said.
The Deputy President, who chairs IBEC, commended Treasury Cabinet Secretary John Mbadi for what he described as faster disbursement of county funds.
The equitable share allocated to counties has increased to Sh428 billion this financial year following the enactment of the Division of Revenue Bill, 2026 and the County Allocation of Revenue Bill, 2026.
Kindiki said the progress demonstrated that IBEC was becoming more focused on implementing decisions agreed between the two levels of government.
“We have made significant progress in most of our resolutions. This demonstrates that IBEC is increasingly becoming a results-oriented institution, where decisions are followed through and translated into interventions that benefit our citizens,” he said.
He also urged governors to accelerate the completion of County Aggregation and Industrial Parks (CAIPs), which he said are critical to Kenya’s industrialisation ambitions.
Kindiki said CAIPs in Embu, Meru, Kirinyaga, Kisii, Wajir, Garissa and Migori were nearing completion and challenged other counties to follow suit.
“As we look for a vision Kenya Beyond 2030, CAIPs are the centre of the realization of the vision. They are the first step to industrialization,” he said.
The Deputy President also called on counties to prepare for expected El Niño rains between October and December, urging them to activate disaster response plans, clear drainage systems and protect vulnerable communities.
“We must act now, before the rains begin, to safeguard lives, livelihoods, infrastructure and essential services,” he said.
Kindiki also praised governors for providing land for Affordable Housing Programme projects and called for continued cooperation to resolve outstanding land-related issues.
Council of Governors Chairman Ahmed Abdullahi welcomed continued engagement through IBEC, saying governors remained committed to resolving disputes amicably with the national government.
