MPs demand full disclosure over Kenyan engineer's death in Mozambique

Fresh questions have emerged over the death of a Kenyan engineer in Mozambique after a parliamentary committee found the government's explanation lacking, prompting lawmakers to demand a more detailed account of what happened before, during and after his death.

The National Assembly's Defence, Intelligence and Foreign Relations Committee resolved to seek further clarification from the Ministry of Foreign and Diaspora Affairs after reviewing its response on the death of Moses Robert Magotsi, who died in Maputo on October 11, 2025.

The committee, chaired by Belgut MP Nelson Koech, said the information submitted by the ministry did not fully address the issues raised by Saboti MP Caleb Amisi, who had requested a statement on the case.

Amisi wants the ministry to explain the circumstances surrounding Magotsi's death, reveal the cause of death and provide an update on investigations conducted by the relevant authorities.

The MP also questioned the cremation of the engineer's body, saying it was allegedly carried out without the knowledge, consent or authorisation of the deceased's family. He asked the ministry to explain whether all procedures governing the handling of the remains of Kenyans who die outside the country were followed.

He further sought clarification on the events that led to the cremation and whether investigations had been opened into concerns raised by the family over how the matter was handled.

The legislator also wants the ministry to outline the steps it has taken to ensure Magotsi's family receives all documents related to the case and to facilitate the return of his remains to Kenya for burial.

Amisi additionally requested an explanation of the legal and diplomatic procedures that guide the handling of deaths involving Kenyans abroad, including the repatriation or disposal of remains, and whether Magotsi's case complied with those requirements.

After considering the ministry's response, members of the committee concluded that key concerns had not been satisfactorily addressed and agreed that more engagement with the ministry was necessary before the matter could be concluded.

"The Committee observed that additional information was needed to adequately address the issues raised in the statement request," a statement from Parliament said.

The committee has now resolved to invite the Ministry of Foreign and Diaspora Affairs for further discussions to obtain a more comprehensive account of the case.

Lawmakers said the additional information will help determine whether all legal and diplomatic procedures were observed and whether the concerns raised by the deceased's family were adequately addressed.

The ministry is now expected to present Parliament with further details on the investigations into Magotsi's death, the circumstances surrounding the cremation of his remains and the support extended to his family.
