The Ethics and Anti-Corruption Commission (EACC) has arrested three suspects over alleged conflict of interest and irregular dealings involving Sh92.05 million paid by the Turkana County Government to two companies.
The commission said the suspects were arrested on Wednesday, August 26, 2026, following investigations into allegations of conflict of interest, unlawful acquisition of public property, money laundering and dealing with proceeds of crime.
EACC said its investigations established that Apuco Holdings Group Limited and Natitila Company Limited received a combined Sh92,058,890.30 from the Turkana County Government between the 2013/2014 and 2024/2025 financial years.
According to the commission, Peter Long’ole Apua, the Principal Finance Officer at the Turkana County Government, was a signatory to Apuco Holdings Group Limited’s bank account.
Investigators also established that Apua participated in the processing and validation of payments made to the company. The company received Sh62,047,757.30 from the county government.
Separately, EACC said Lilian Akiru Louruka, an employee of the Turkana County Government and a director of Natitila Company Limited, used the company to secure five contracts from the county government valued at Sh30,011,133.
The commission said the funds paid to the two companies were subsequently withdrawn in cash. The cash withdrawals, according to EACC, were suspected to have been intended to conceal the movement and ultimate beneficiaries of the funds.
“EACC investigations established that Peter Long’ole Apua and Lilian Akiru Louruka, the beneficial owner and director, respectively, of Apuco Holdings Group Limited and Natitila Company Limited, unlawfully traded with the County Government of Turkana,” the commission said.
The commission said it forwarded the inquiry file to the Director of Public Prosecutions after completing its investigations.
The DPP approved the prosecution of eight public officials, companies and company directors.
The three suspects arrested on Wednesday are Betty Emathe Asimit, a Senior Assistant Community Health Officer at the Turkana County Government; Moses Long’ole Apua, a director of Apuco Holdings Group Limited; and Chosi Nick Nakucho, an employee of Mary’s Meals Kenya.
EACC said the three are expected to be arraigned before the Anti-Corruption Court in Eldoret on Thursday, August 27, 2026.
The commission has also directed five other suspects to present themselves at its North Rift Regional Office in Eldoret or the nearest EACC office for processing.
They include Peter Long’ole Apua, Christopher Imuron Apua, Nicholas Lotit Korobe, Julius Ayapan Adir and Lilian Akiru Louruka.
EACC said it would pursue the recovery and forfeiture of public funds and assets established to have been acquired through corrupt conduct or other unlawful means.
The commission said it remains committed to protecting public resources and ensuring that public officials entrusted with government funds are held accountable where they abuse their positions for private benefit.
The arrests form part of the commission’s ongoing efforts to investigate suspected corruption involving public resources.
