Ministry of Health invites public input on 2026 Healthcare Workforce Policy

The Ministry said the proposed policy is designed to “ensure an adequate supply, optimal skill mix, equitable distribution, and effective performance of Healthcare Professionals” in order to advance the realization of Universal Health Coverage in Kenya and improve overall health outcomes.








The Ministry of Health has invited public comments on the draft Kenya Healthcare Professionals Policy, 2026, aimed at improving workforce planning and healthcare delivery, with public hearings set to take place nationwide from April 14–16 and written submissions due by April 16.


In a public notice on Sunday, the Ministry said the proposed policy is designed to “ensure an adequate supply, optimal skill mix, equitable distribution, and effective performance of Healthcare Professionals” in order to advance the realization of Universal Health Coverage in Kenya and improve overall health outcomes.


The policy outlines key focus areas including strengthening governance and coordination of human resources for health, enhancing sustainable financing and management of healthcare workers, improving the quality and relevance of training programs, and harmonizing legislative and regulatory frameworks.


The Ministry emphasized that the initiative is anchored in the Constitution, noting that “pursuant to Article 10… public participation and involvement of interested persons” is required before implementing policy decisions.


It has therefore called on stakeholders and members of the public to review the draft and submit their views, comments, or memoranda before the April 16 deadline.


Submissions can be made to the Office of the Cabinet Secretary for Health at Afya House in Nairobi or sent via email, with the draft policy also accessible on the Ministry’s official website.


To broaden engagement, the Ministry has organized a series of public hearings across clustered counties covering regions such as Nairobi, Rift Valley, Coast, North Eastern, Western, Nyanza, and Central Kenya.


The forums will be hosted in various towns including Machakos, Eldoret, Mombasa, Garissa, Kericho, Nakuru, Kisumu, Kakamega, Meru, and Nanyuki, all scheduled between 9:00 a.m. and 12:00 p.m. on the specified dates.

The Ministry has urged inclusivity in the process, calling on “all persons, including women, older members of society, persons with disabilities, youth and members of minority and marginalised communities, to actively participate” to ensure the policy reflects the needs and expectations of society.


Health Cabinet Secretary Aden Duale underscored the importance of public input in shaping a robust healthcare workforce framework, noting that the policy will play a critical role in strengthening service delivery and achieving equitable access to healthcare across the country.
