Prime Cabinet Secretary and Foreign Affairs Cabinet Secretary Musalia Mudavadi welcomed the partnership after talks with Cyprus Foreign Minister Constantinos Kombos.
The French presidency said Friday that 10 countries would formally recognise Palestinian statehood during the summit.
Ruto, who has departed for the summit in the US, will also call for reforms of the United Nations to make it more inclusive and better equipped to address global peace and security challenges.
Portugal's foreign ministry made the announcement ahead of next week's United Nations General Assembly (UNGA) in New York.
