The agreement comes after each was fined Sh1 million by the Independent Electoral and Boundaries Commission (IEBC) over violent incidents linked to breaches of the agreed timetable.
The Commission’s Electoral Code of Conduct Enforcement Committee on Monday issued strict directives following complaints of intimidation, clashes, and disruptions during campaign activities.
The Commission noted that disturbances in the area have been worsening, prompting a coordinated response from all three agencies. Preparations across the 22 electoral areas are progressing well, with polling officials fully recruited and trained, and logistical teams deployed to key locations. Distribution of election materials is ongoing and expected to conclude before polling day.
Tensions have reportedly escalated in Kasipul and Mbeere North constituencies, where campaigns have been affected by inflammatory statements and acts of aggression.
IEBC Commissioner Ann Nderitu emphasized the importance of early registration to ensure all citizens can participate fully in shaping the country’s democracy.
Speaking during a meeting with youth groups in Garissa town, Muhumed urged them to recognize their power as a majority in the Kenyan demographics.
The commission has sent a team to investigate the clashes and collect facts that will guide actions against anyone found responsible. Ethekon warned that the IEBC will not hesitate to apply penalties under the Elections Act, which can include disqualification of candidates who fail to adhere to the Code of Conduct.
Chairperson Erastus Ethekon said repeated claims by some leaders that election outcomes are predetermined have discouraged thousands of potential voters from registering. He said such remarks amount to a deliberate effort to erode faith in democratic institutions.
The violent clash has left Kasipul residents anxious, with many calling for stronger security measures as campaigns enter their final phase.
Speaking on Wednesday, PSC Vice Chairperson Mary Kimonye stressed that neutrality in executing official duties is mandatory and that public officers must comply with laws regulating elections and political involvement.
As of October 31, the IEBC had captured 90,020 new voters, far short of the 6.8 million people it hopes to add to the register before the 2027 polls. The drive has also processed 15,619 transfers and 188 updates to voter records.
