Somaliland enforces new overflight authorization for all civil aircraft

The Ministry of Civil Aviation and Airports Development (MOCAAD) of the self-declared independent state of Somaliland has announced a new directive requiring all civil aircraft scheduled, non-scheduled, commercial, and general aviation to obtain prior authorization before entering, transiting, or operating within Somaliland’s airspace.

The new regulation, effective November 10, 2025, mandates that aircraft operators secure an Overflight Permit from Somaliland authorities in Hargeisa.

According to the Ministry, the directive aligns with the Convention on International Civil Aviation (Chicago Convention, 1944) and underscores Somaliland’s exclusive sovereignty and jurisdiction over its land, maritime, and airspace.

MOCAAD said in a statement sent to newsrooms that the move aims to ensure safe, secure, and orderly air navigation in line with international aviation standards.

The Ministry added that the directive will also strengthen air traffic management, meteorological, and aeronautical information services, while enhancing emergency response and technical support at the Hargeisa Egal International Airport (HGA) and Berbera International Airport (BBO).

“This measure is part of Somaliland’s continued efforts to maintain safe, efficient, and cooperative international air navigation,” the statement read.

MOCAAD warned that unauthorized overflights without prior approval would constitute a violation of national sovereignty and may lead to enforcement actions under both national and international aviation laws.

The Ministry reaffirmed its commitment to upholding global aviation standards and expressed appreciation for the cooperation of airlines, operators, and partner states in complying with the new directive.
