Ruto appoints Ojwang as IPOA Chair, Sossion and Lentoijoni to serve on TSC

President William Ruto has appointed Dr Duncan Oburu Ojwang as the new Chairperson of the Independent Policing Oversight Authority (IPOA), giving him a six-year mandate while also naming new members to the Public Service Commission (PSC) and Teachers Service Commission (TSC).

The appointments, published in the Kenya Gazette on Monday, also saw Flora Nduku Mutua named to the PSC, while Antonina Lentoijoni and Wilson Sossion were appointed members of the TSC. All four appointments will run for six years.

The changes were announced through Gazette Notices Nos. 13998, 13999 and 14000, contained in the Kenya Gazette dated August 31, 2026.

Dr Ojwang will serve as the chairperson of IPOA for six years. The Gazette notice states that he was appointed “to be the Chairperson of the Independent Policing Oversight Authority, for a period of six years.”

His appointment was made under Section 11(8) of the Independent Policing Oversight Authority Act, which gives the President the power to make the appointment.

IPOA is tasked with providing civilian oversight of the National Police Service. Its responsibilities include investigating complaints and allegations of misconduct involving police officers.

Mutua, meanwhile, has been appointed to the Public Service Commission for a six-year term. The Gazette notice states that she was appointed “to be a Member of the Public Service Commission, for a period of six (6) years.”

Her appointment was made under the provisions governing the Public Service Commission.

At the Teachers Service Commission, Lentoijoni and Sossion will serve as members for six years.

According to the Gazette notice, the two were appointed “to be Members of the Teachers Service Commission, for a period of six (6) years.”

Their appointments were made under Article 250(2) of the Constitution, as read with Section 8(10) of the Teachers Service Commission Act.

The three Gazette notices were dated August 31 and signed by President Ruto in his capacity as President of the Republic of Kenya and Commander-in-Chief of the Kenya Defence Forces.

The appointments place new officials in key positions across institutions responsible for policing oversight, public service management and the teaching profession.

IPOA is responsible for civilian oversight of police operations and handling complaints concerning police conduct, while the PSC oversees the management of the public service. The TSC is responsible for the management of the teaching service.

The appointments also come as the country moves towards the 2027 General Election, with IPOA expected to remain an important institution in monitoring policing and dealing with complaints over the conduct of police officers.

The latest Gazette notices therefore formalise new leadership and membership positions at IPOA, PSC and TSC, with each of the appointees set to serve for a six-year period.
