Relief for stagnant teachers as TSC announces 34,016 promotion vacancies

Thousands of teachers who have spent years waiting for career advancement now have a fresh opportunity after the Teachers Service Commission (TSC) announced 34,016 promotion vacancies across public primary schools, secondary schools and teachers' training colleges.

The vacancies, spread across 30 job categories, range from Senior Teacher II to Chief Principal and are part of the Commission's promotion programme for the 2026/27 financial year. Eligible teachers and Curriculum Support Officers have until Monday, August 10, 2026, to submit applications through the TSC online portal.

The Commission, in a notice on Tuesday, said applications must be made online, adding that manual submissions will not be accepted.

"Pursuant to its mandate, the Commission invites applications from suitably qualified teachers for the following posts, in line with the Career Progression Guidelines," the notice states.

"Interested candidates, who meet the required qualifications, should submit their applications online through the TSC portal to be received latest Monday, August 10, 2026. Manual applications shall not be considered."

The promotion exercise follows the government's allocation of Sh2 billion to facilitate teacher promotions in the current financial year, a move expected to ease long-standing complaints over delayed career progression.

Among the advertised positions are 54 Chief Principal (Regular) posts, 148 Senior Principal (Regular) vacancies, 770 Principal (Regular) positions, 891 Deputy Principal II vacancies and 1,068 Deputy Principal III posts.

Most of the vacancies are concentrated in middle-level grades, with 13,490 Senior Teacher II positions leading the list. TSC has also advertised 5,956 Senior Master IV, 4,210 Senior Teacher I and 3,075 Deputy Headteacher II vacancies, alongside several positions in teacher training colleges and Special Needs Education institutions.

The latest recruitment comes against the backdrop of growing concern over teachers who have remained in the same job groups despite qualifying for promotion.

Appearing before Parliament recently, TSC disclosed that 178,871 teachers in primary and secondary schools have remained in the same grades because of inadequate funding. According to the Commission, the largest number of affected teachers are in Grade C3 for secondary schools and Grade C1 for primary schools.

Teachers' unions have consistently pushed for faster promotions to clear the backlog.

During its first National Governing Council meeting for the 2026–2031 term, the Kenya Union of Post Primary Education Teachers (Kuppet) urged TSC to advertise promotion vacancies for 135,000 teachers who have remained in the same grades for years.

"We are demanding that the TSC immediately advertise vacancies for the promotion of 135,000 teachers who have stagnated in their job groups. We also want them to implement the second phase of the 2025–2029 CBA and should immediately truncate the third and fourth phases of the CBA to be implemented in July 2027," said Kuppet Secretary-General Akello Misori.

School heads have also expressed concern over delayed career progression.

Speaking during the 49th Kenya Secondary School Heads Association conference in Mombasa, national chairman Willie Kuria said many principals have remained in Grade D3 for prolonged periods despite taking on demanding leadership responsibilities.

"One of the most pressing concerns remains stagnation in certain job groups. Many principals, especially those serving in Grade D3 remain in the same grade for prolonged periods with limited opportunities for advancement. This situation affects morale and undermines the motivation of highly experienced school heads who continue to shoulder immense responsibilities in managing institutions," he said.

The 2026/27 Budget Estimates increased TSC's allocation from Sh387.2 billion to Sh422.6 billion to support teacher management, education reforms and improved service delivery. Besides the Sh2 billion earmarked for promotions, another Sh4.9 billion has been allocated to convert 20,000 intern teachers to permanent and pensionable terms.

TSC Chairman Dr Jamleck Muturi recently said the Commission had promoted 274,285 teachers over the last three years, including 100,067 through competitive promotions and 174,218 through common cadre promotions.

"TSC data reveals that many teachers have stagnated in the same job group for many years. The good news is that with the Sh2 billion budgetary allocation, we will promote more teachers again this financial year," he said.

According to the Commission, applicants must have served the minimum period in their current grades, attained satisfactory performance appraisal ratings and demonstrated the ability to mentor, supervise and provide professional support to other teachers. Successful candidates will also be required to present valid Chapter Six clearance documents before deployment to institutions with available vacancies.
