IEBC appoints Ruth Kulundu Acting CEO for two months as Sunkuli's six-months ends

The Independent Electoral and Boundaries Commission has appointed Ruth Kulundu as its acting Chief Executive Officer and Commission Secretary for the next two months as it finalises the recruitment of a substantive office holder.

The comes as the appointment of Moses Sunkuli six-month tenure as acting CEO and Commission Secretary ended on August 4, 2026.

In an internal memo dated August 4, 2026, the IEBC Chairperson Erastus Ethekon said Kulundu's appointment takes effect on August 5. She will serve in the acting capacity for two months or until the ongoing recruitment process for a permanent CEO is concluded.

The commission said the temporary appointment is intended to ensure continuity in its operations during the transition period.

"The Commission has appointed Ruth Kulundu to the position of Acting Chief Executive Officer/Commission Secretary, effective 5th August 2026,"Ethekon states.

At the same time, the commission expressed appreciation to Moses Ledama Sunkuli, whose six-month stint as acting CEO and Commission Secretary ended on August 4.

"The Commission wishes to take this opportunity to thank Mr. Moses Ledama Sunkuli for his services during the six months he acted as CEO/Commission Secretary," Ethekon said in the memo.

Sunkuli, who serves as the Commission's Director of Electoral Operations, was appointed acting CEO on February 5, 2026, following the departure of former Commission Secretary and CEO Marjan Hussein Marjan.

The recruitment process for the substantive CEO is now at an advanced stage following the commission's  advertisement of the position on July 28,2026 with qualified candidates expected to apply by August 11, 2026.

The successful candidate will be appointed on a four-year renewable contract and will be responsible for overseeing the commission's day-to-day operations as Kenya prepares for the 2027 General Election.

The recruitment is being coordinated with the support of KPMG as the commission seeks to strengthen transparency and professionalism in the hiring process.

Kulundu's appointment will ensures the commission maintains leadership continuity as the recruitment exercise enters its final phase and preparations for the 2027 polls gather pace.
