Isaac Mwaura reassigned as Ruto appoints Charles Owino as Government Spokesperson

President William Ruto has made changes to the government's communications team, moving Isaac Mwaura from the position of Government Spokesperson and appointing Charles Owino Wahong'o to take over the role as part of a fresh round of senior appointments and redeployments within the Executive.

The changes, published on Tuesday, July 21, 2026, were sanctioned by the Public Service Commission (PSC) and form part of promotions and redeployments affecting senior government officials.

Under the changes, Mwaura has been promoted and redesignated as the Head of the Office of Diversity, Inclusion and Disability Rights in the Executive Office of the President.

According to the PSC notice, Mwaura will now lead the office charged with matters relating to diversity, inclusion and disability rights within the Presidency.

“Hon. Isaac M. Mwaura promoted and redesignated as Head of the Office of Diversity, Inclusion and Disability Rights, Executive Office of the President,” the notice read.

At the same time, Charles Owino Wahong'o has been moved from the Ministry of Information, Communications and the Digital Economy to the Executive Office of the President.

Following the redeployment, Owino will serve as the acting Head of Government Communications and has also been appointed Government Spokesperson, taking over from Mwaura.

The appointments are part of the latest changes affecting senior officials in the Executive, as approved by the Public Service Commission.
