Tension has gripped Ishiara in Mbeere North after two young men were killed on Tuesday and another person injured during demonstrations over the state of services at Ishiara Level 4 Hospital. Embu Governor Cecily Mbarire has now questioned how police handled the situation and is pushing for an independent investigation into the deaths.
Governor Cecily Mbarire said the fatalities happened during protests triggered by public anger over healthcare services at the facility. She confirmed that the information had been verified by the area police commander.
“It has come to my attention, following demonstrations that took place today at Ishiara in Mbeere North, that we have tragically lost two young men, while another sustained injuries as confirmed by the police commander,” she said.
She sent condolences to the affected families, saying the incident had caused deep pain and should not have occurred.
“I extend my deepest condolences to the bereaved families and stand in solidarity with the affected community during this moment of profound grief. This loss is deeply regrettable and should never have occurred,” she said.
The governor said the county government had already begun addressing the issues raised by residents before the protests escalated. She noted that meetings held on April 7 and April 8 brought together hospital management, the facility board and other stakeholders.
According to her, the talks led to immediate interventions, including a two-day clean-up of the hospital and planned upgrades under the 2025/2026 budget.
“Despite these swift interventions, a section of the public proceeded with the planned demonstrations, which regrettably culminated in the loss of lives and injuries,” she said.
Mbarire, however, criticised the police response, saying the force used was not justified.
“I strongly condemn the use of excessive force against unarmed demonstrators. Such actions are disproportionate and unacceptable under the circumstances, and I do not believe the situation warranted the level of force that resulted in this tragic outcome,” she said.
She called for a full and independent investigation and demanded accountability.
“I call for immediate, thorough and independent investigations into this incident and urge that those responsible be held fully accountable for this heinous act,” Mbarire said.
The governor urged residents to remain calm and allow investigations to continue without interference.
“I appeal to the residents of Ishiara and the wider Embu community to remain calm and allow due process to take its course as investigations proceed,” she said.
She also urged political leaders not to politicise the matter.
“I further urge leaders and members of the political class to refrain from politicising this matter and instead support efforts aimed at justice, accountability and lasting solutions,” she said.
