With the 2027 General Election now a year away, Wiper Patriotic Front leader Kalonzo Musyoka has put forward a 13-point plan that seeks to shift the focus of government towards cheaper public services, more jobs, stronger counties and greater support for ordinary Kenyans.
Kalonzo unveiled the “People’s Budget” on Monday, August 10, 2026, describing it as a policy programme for an alternative government. The proposals came as the country marked the final 365-day countdown to the next General Election.
“This is the spirit behind our Thirteen-Point Agenda, the People’s Budget, a covenant, not a slogan,” Kalonzo said in a statement shared on X.
The former Vice President gave priority to healthcare and education, promising major changes in the way Kenyans access the two essential services.
On healthcare, he attacked the current system under the Social Health Authority (SHA) and Social Health Insurance Fund (SHIF), saying his administration would seek to provide a system that works for all citizens.
“Universal Healthcare that works, not the SHA/SHIF fraud, but a system that guarantees every Kenyan dignity in illness,” he said.
Kalonzo also proposed free and quality education from Early Childhood Development (ECD) through university. His plan includes bursaries and scholarships for children who need financial support to continue with their studies.
“Free and Quality Education from Early Childhood Development (ECD) to university, with bursaries and scholarships for every deserving child,” he said.
The agenda places employment at the centre of its economic plans, with Kalonzo proposing measures to revive manufacturing and expand agro-processing while creating opportunities for young people.
“A Living Wage and Dignified Employment reviving manufacturing, supporting agro-processing, and creating millions of real jobs for our youth,” Kalonzo said.
Agriculture also features prominently in the plan, with the Wiper leader proposing subsidies and measures aimed at preventing traders from manipulating the market at the expense of farmers and consumers.
“Food Security and Subsidized Agriculture ensuring no Kenyan sleeps hungry while cartels hoard produce,” he said.
Kalonzo further called for a change in the tax system, arguing that low-income earners should face less pressure while those with greater wealth should make a bigger contribution.
“Tax Justice relieving the burden on the poor and making the wealthy pay their fair share,” he said.
His proposals also seek to give county governments more resources and a bigger role in delivering services to citizens.
“Devolution and County Empowerment ensuring resources reach the people, not a few connected elites,” he said.
The plan extends to youth and women, infrastructure and housing, as well as support for vulnerable members of society. Kalonzo also included environmental and climate justice among the areas his proposed government would address.
His agenda calls for wider economic opportunities for young people and women, alongside stronger social protection for groups facing economic hardship.
Kalonzo also made the fight against corruption one of the key points in his proposed programme, promising that political connections would not shield those accused of stealing public resources.
“Zero Tolerance for Corruption no sacred cows, no political protection for thieves,” he said.
The final part of the People’s Budget deals with national unity and reconciliation. Kalonzo said his proposed approach would seek to heal divisions and build a country based on fairness and justice.
“National Unity and Reconciliation healing the divisions of the past and forging one nation under justice,” he said.
He said the proposals were meant to offer Kenyans a clear alternative rather than another political rebranding exercise, arguing that the agenda had been shaped around the experiences of citizens carrying the heaviest economic burden.
“It is a budget written in the language of those who have borne the heaviest burden of this regime’s failures, not the language of those who imposed it,” he said.
The People’s Budget now forms part of Kalonzo’s wider political push as opposition leaders increase their activities ahead of the 2027 election. Through the agenda, the Wiper leader is seeking to present a different policy direction from that of President William Ruto’s administration as the country moves closer to the polls.
