Committee to hand in finalised 10-point agenda, NADCO reforms report on March 10

The Committee to Oversee the Implementation of the 10-Point Agenda and the NADCO Report (COIN-10) said the report marks a significant milestone following the historic memorandum of understanding signed between the United Democratic Alliance and the Orange Democratic Movement.

A committee tasked with overseeing the implementation of the 10-Point Agenda and the National Dialogue Committee (NADCO) report has announced it will submit its status report to key stakeholders and the public on March 10, 2026.

In a press release dated March 7, the Committee to Oversee the Implementation of the 10-Point Agenda and the NADCO Report (COIN-10) said the report marks a significant milestone following the historic memorandum of understanding signed between the United Democratic Alliance and the Orange Democratic Movement.

The agreement was spearheaded by William Ruto, leader of the United Democratic Alliance and President of Kenya, and the late Raila Odinga, who led the Orange Democratic Movement at the time of the agreement.

“Today 7th March 2026 marks the anniversary of the historical signing of the Memorandum of Understanding between the United Democratic Alliance Party, led by President William Ruto the Party Leader, and the Orange Democratic Movement led by the now late Rt. Hon. Raila Odinga,” the statement said.

The committee was formed to supervise the implementation of the agreed reform agenda and the recommendations contained in the NADCO report, which emerged from dialogue between the government and opposition.

According to the press release, COIN-10 was mandated to conduct wide consultations with stakeholders across government and civil society before compiling its report.

“Pursuant to the establishment of the Committee to Oversee the Implementation of the Ten Point Agenda and the NADCO report (COIN-10), the committee was mandated to conduct extensive consultations with stakeholders including government ministries, departments and agencies, civil society organisations and Kenyans,” the statement read.

The committee said it had diligently carried out its mandate and finalized its status report, which is now ready for submission.

“The committee has remained diligent to its mandate and deliverables. The Status Report is ready for submission,” the statement said.

According to COIN-10, the report will first be presented to the two principals before being shared with legislators and the public.

“The report will be submitted to the two principals led by President William Ruto, and to the joint Parliamentary Group and the general public on Tuesday 10th March 2026,” the committee stated.

The release also noted that earlier plans to convene the Joint Parliamentary Group before March 7 had been disrupted following the death of Emurua Dikirr Member of Parliament Johanna Ng’eno.

COIN-10 expressed condolences to the family and friends of the late legislator, describing his death as tragic.

“COIN-10 was aware of plans to have the Joint Parliamentary Group just before the 7th of March, arrangements that were varied following the tragic demise of Hon. Johanna Ng’eno, the now deceased MP for Emurua Dikirr constituency,” the statement said.

“The committee conveys its deepest condolences to the family of the late MP, and commiserates with his loved ones and friends,” it added.

The committee also expressed sympathy with Kenyans affected by ongoing heavy rains in several parts of the country.

“Lastly, we empathize with Kenyans who have been gravely affected by the on-going heavy downpour. We urge everyone to keep safe and remain vigilant as the government intervention is rolled out,” the statement said.

The forthcoming report is expected to provide an update on the progress made in implementing the 10-Point Agenda and the recommendations of the NADCO dialogue framework, which was designed to address key governance, political and socio-economic issues in the country.
