State House requests extra Sh9.17bn to close budget gap

State House has asked Parliament to approve an extra Sh 9,174.9 million for the 2026/27 financial year after revealing a major gap in its proposed budget. The move comes after officials said the allocation under the 2026 Budget Policy Statement is not enough to sustain critical operations and programmes.

Appearing before the Administration and Internal Security Committee led by Gabriel Tongoyo, State House Comptroller  Katoo Metito outlined the funding shortfall. He told MPs that the proposed ceiling of Sh 11,678.8 million falls far below the institution’s total requirement of Sh 20,853.7 million.

“The proposed ceiling for the FY 2026/27 as per the 2026 BPS is Sh11,678.8 million, comprising recurrent expenditure of Sh10,651.8 million and development expenditure of Sh1,027.0 million, against resource requirement of Sh20,853.7 million, resulting to a shortfall of Sh9,174.9 million,” Katoo told the lawmakers.

State House Comptroller warned that the current budget would not support key projects, programmes, and operations essential to State House’s mandate. “The allocation of Sh11,678.8 million is inadequate to facilitate the achievement of our strategic goals and objectives.”

To address the gap, the State House is asking MPs to approve an increase equal to the shortfall. “State House, therefore, seeks consideration by you MPs to enhance the FY2026/27 budget for State House by Sh9,174.9 million to optimally deliver on its overall mandate,” Katoo said.

The presidency has also assured Parliament of careful use of the funds if approved. “State House shall endeavour to observe prudent utilisation of allocated funds to ensure that the planned activities, projects and programmes are successfully executed.”

The decision now rests with lawmakers, who will determine whether to grant the additional Sh9.17 billion to bridge the gap between the proposed allocation and State House’s total funding needs.
