The High Court has temporarily blocked the National Transport and Safety Authority (NTSA) from implementing its new instant traffic fines system, following concerns over its legality and fairness to motorists.
In an order issued on Thursday, Justice Bahati Mwamuye granted conservatory orders halting the rollout of the automated penalties until a petition challenging the system is fully heard and determined.
The judge directed that NTSA and all involved parties must stop issuing, generating, demanding, or enforcing instant traffic fines. Authorities are also barred from using algorithm-based or other automated systems to levy penalties under the contested Instant Fines Traffic Management System.
Justice Mwamuye further restrained the respondents, including their agents and officers, as well as any individuals acting on their behalf—even those working within a multi-agency enforcement framework—from implementing the system until the court completes the review.
