Ruto retains top leadership in key State Agencies

President William Ruto and his Cabinet Secretaries have confirmed a new round of appointments and reappointments across key state agencies, aiming to maintain stability and continuity in leadership and regulatory oversight.

The February 13, 2026 Kenya Gazette notice details both renewed tenures for seasoned administrators and the introduction of new members to strategic boards.

Ugas Mohamed will continue leading the Capital Markets Authority (CMA) as Non-Executive Chairperson, with his three-year reappointment taking effect on February 24, 2026.

Sally Njambi Mahihu has also been renewed for another three-year term as Non-Executive Chairperson of the Kenya Investment Authority (KIA) board, effective February 13, reinforcing confidence in her stewardship.

Cabinet Secretaries have moved to preserve institutional knowledge by extending the tenures of experienced board members. Five CMA board members — Natasha Awuro Aduwo, Elena Natalia Pellegrini, Meshack Moses Kiprono, Gibson Kimani Maina, and Professor Michael Bowen — will remain in office for another three years.

At the Sacco Societies Regulatory Authority (SASRA), Jack Rangura will continue serving as both Member and Non-Executive Chairperson until February 2029, ensuring ongoing stability in regulatory oversight.

The agricultural sector also saw reappointments aimed at sustaining regulatory frameworks.

Genesio Mugo has been reappointed as Non-Executive Chairperson of the Kenya Dairy Board for three more years, with seven board members — Abraham Kiplel Rugut, Mercy Karimi Mbogo, Mike Koross, Fatuma Abdi Haji, Josephine Moraa Omanwa, Beth Wangare Mbuthia, and Kenneth Pkomoi Lomaibong — renewed to support continued governance of the dairy industry.

In the tourism sector, Zippie Metto will remain on the Tourism Fund Board for another three-year term, effective February 13, to help guide development and funding for hospitality initiatives.

President Ruto’s appointments also introduced fresh leadership. Rebecca Ghati Maroa has been named Member and Non-Executive Chairperson of the National Government Affirmative Action Fund (NGAAF).

Makarios Munanga Makwata joins the Kenya Dairy Board as a new member for a three-year term starting February 13, while Professor Mary Akinyi Otieko will lead the Kenya School of Law (KSL) board as Member and Non-Executive Chairperson for four years, overseeing national legal education standards.

County-level boards were also strengthened with new appointments. Josephine Mbena Mwau, Zebedee Mwandi, and Deborah Mutheu Kyalo were appointed to the Makueni County Public Service Board for six-year non-renewable terms beginning February 12.

Pius Kipkorir Kigen takes over as chair of the Uasin Gishu County Rural Water and Sanitation Company Board, replacing Paul Murgor, whose appointment was revoked, effective February 10.

Urban governance structures in Eldoret received twelve new board members, including Edward Sawe, Sammy Bor, Alice Kositany, and Engineer David Kipsang Nyolmo, to enhance city management.

Kilifi County’s Physical and Land Use Planning Liaison Committee (PLUPLC) added six new members — Anthony Gona Fondo, Charles Dadu Karisa, Denis Malembeka, Umi Kugula, Nathaniel Nguthi, and Rahima Mbuche — to strengthen land planning oversight.

These appointments and reappointments will be forwarded to the National Assembly for approval within the stipulated period, ensuring that leadership changes comply with statutory requirements.
