The Office of the Director of Public Prosecutions (ODPP) has launched a new Guide to Child-Friendly Interviewing aimed at strengthening the protection, dignity and participation of children within Kenya’s criminal justice system.

The manual, unveiled during a multi-agency forum, is designed to institutionalise child-sensitive approaches when handling children who appear in the justice system as victims, witnesses or those in conflict with the law.

Officials said the guide marks a significant shift towards trauma-informed and rights-based practices in investigations and prosecutions involving minors.

Speaking on behalf of the Director of Public Prosecutions, Secretary of Prosecution Services Alloys Kemo said the ODPP remains committed to ensuring that children are handled with care throughout the justice process.

He noted that conventional investigative methods can expose children to further harm if not properly adapted to their needs.

“Children, whether victims, witnesses or accused persons, require specialised care and protection to prevent further trauma,” Kemo said.

“This guide provides a structured, humane and rights-based approach to interviewing children, ensuring that justice is not only done, but is done in a manner that protects the best interests of the child.”

In a statement, the DPP said the guide will promote consistency and professionalism among prosecutors and investigators, equipping them with practical tools and trauma-informed practices necessary for handling child-related cases.

The initiative received strong backing from development partners and stakeholders in the justice sector.

Jessica Ryckman, Executive Director of Lawyers Without Borders, described the guide as a milestone in advancing child-friendly justice in Kenya.

“The quality of justice outcomes is directly linked to how children are engaged in the process,” Ryckman said, adding that the guide will help ensure interviews are conducted with empathy, respect and full regard for children’s rights.

Support also came from the State Department for Children Services.

In a statement read by her representative, the Principal Secretary said the guide aligns with national laws and international child protection frameworks, including Kenya’s obligations under global child rights conventions.

She noted that the initiative strengthens inter-agency coordination while shielding children from secondary victimisation.

Witness Protection Agency Director Jedida Waruhiu said the guide would enhance the credibility of child testimony by creating safe and supportive environments.

“When children feel safe and understood, they are more likely to provide accurate and reliable information,” Waruhiu said, noting that the approach supports witness protection and cooperation.

The Law Society of Kenya also welcomed the launch, saying the guide reinforces professional ethics and continuous training for advocates and prosecutors handling child-related matters.

Developed with support from Lawyers Without Borders, the Guide to Child-Friendly Interviewing will be rolled out nationwide through targeted capacity-building programmes for prosecutors, investigators and child protection officers to ensure effective implementation of a child-centred justice system.
